The Evian Committee met in London on 13 February. Mr. Myron C. Taylor [the American representative] announced that the Philippines will admit one thousand emigrants annually. He reported on sending off three commissions to British Guayana, San Domingo and the Philippines to examine immigration possibilities. Lord Winterton [the British representative] declared that Great Britain was not a country of immigration. The chairman of the Evian Committee, Rublee, resigned. Sir Herbert Emerson will take over the chair. The Evian Committee endorsed the creation of a private International body that will finance the emigration of Jews from Germany and their resettlement in other countries. The Committee decided to include in their declaration that they will do their utmost to find havens for all German Jews within five years. The International body will be a purely private undertaking, its members mainly Jewish financiers, but also including non Jewish ones. It is expected that this foundation will raise funds for a large-scale loan. For collateral, they might use the natural resources in underdeveloped colonies where the emigrants will eventually settle….
